Some payroll systems round each punch to the nearest quarter hour (the "7-minute rule") before converting, so 7:38 might be paid as 7.50 or 7.75 rather than 7.63. That's a rounding policy, not a math error — but the policy has to be applied evenly, not always in one direction.
How this is calculated
Decimal hours = hours + (minutes ÷ 60). There are 60 minutes in an hour, so 38 minutes is 38 ÷ 60 = 0.63 of an hour.
Common questions
Why don't the decimals match hundredths of a minute?
Two digits after the point is a payroll convention, so values get rounded: 20 minutes is exactly 0.33333… and shows as 0.33. Over a shift the difference is fractions of a cent.
What's the 7-minute rule?
Under the common quarter-hour rounding practice, punches within 7 minutes of a quarter hour round down and 8 or more round up. 9:07 becomes 9:00; 9:08 becomes 9:15. Applied both ways it evens out — that's the point of it.
How do I go the other way, decimal to minutes?
Multiply the decimal part by 60. 7.63 hours → 0.63 × 60 ≈ 38 minutes, so 7:38.
